Good and Evil
The Society
Humans are always born in a set of twins. One twin is always Good; the other Evil. That is simply a fact of life.
It is also a fact of life that shortly after birth, one of the twins will inevitably perish. It is impossible to determine or control which of the twins will be the survivor. This left the world population with two very distinct types; the Good, the "morally upright" men and women who believed themselves to be the ones of virtue, and the Evil, individuals with their own self-interest in mind at all times, some of who would watch the world burn if it meant getting what they think they deserve. Upon having such a clear psychological divide between the people of the world, chaos between the two sides reigned for centuries. Wars and bloodshed ran rampant, with one side unabashedly morally corrupted since birth, the other often too morally strict to enforce permanent solutions against their offenders when the time called for it.
History looked keen on repeating itself until the infamous meeting of leaders of the world 150 years ago. It has been unanimously decided among the governments of the modern first world nations that society must find a way to thrive with both groups of civilization contributing. If Evil people were under proper supervision, they could be granted power most craved, as well as Good being provided a way to exist without bloodshed. Hence it was decided that upon reaching a certain age, each nation's youths would be sent to a specialized sector of the country to learn among their own kind.
Each nation had built two sectors on completely opposite sides of their land; one for Good, one for Evil, making sure that both training areas had as much distance in between them as physically possible (chances of conflict were slim, but precautions were still a necessity). Around the world, each nation's government determines a child's attribute before they reach a certain age (16 is usually the standard) before they are sent off to the appropriate training sector for several years. Seeing how many people would reside in these sectors when following such a rule, the sectors are usually the size of cities, which in turn also provides a surplus of jobs and positions for working-class Goods and Evils. Shop and restaurant owners, guards, construction and repair; many employment and living opportunities are available . There they finish their primary education and get chosen career training, all the while given specific teachings about their own attributes. A person stays in the sector for as long as it would take to finish the rest of their highschool and college in the normal world (also depends on what coarse you're taking in the college, for that would be your "on the job" training. Doctors would obviously stay longer than a plumber). The "school year" does not end, in a sense there is no summer break. Kids are often taken very shortly after their birthday, no matter what day of the year it may be, and directly enrolled into classes, expected to adjust with the pacing and lessons with the flow.
So far, peace has been kept.

Good
The sectors vary depending on where you are in the world, but each sector designed for the Good young people of the world share several things in common. While each nation has their own attractions, it is the Good sectors who often garner the most tourism, being Evil free and posing practically zero threat to any traveler. Henceforth, many areas focus on making the area aesthetically pleasing and setting up many attractions, provided it's away from the learning environment of the actual students residing in the sector. While both sectors are always provided the highest quality of technology money can buy, it is the Good sector who often contains labs in developing such technology. While schedules and surveillance is present, it is kept to the bare minimum.
Evil
Contrary to popular belief, the Evil sectors are just as well-kept as the Good ones, even if aesthetically they might be quite different. Despite their (mostly) polished looks, these sectors (and the area surrounding them) are almost always considered one of the most dangerous places in the nation, even with the heavy surveillance and guards present every two corners. Understandably (seeing how they are the size of cities), some areas are barely (if at all) supervised. There, crime and violence runs rampant, and only the lucky few victims get anything reported in about what happened to them. Even on school grounds, a serious incident occurs at least once a week. Getting the wrong roommate can mean the difference between life and death for quite the number of students.
America
American Good and Evil sectors tend to be fairly romanticized, what with Hollywood using the two locations as settings for a good deal of movies. By far having one of the largest population, each sector is the size of a city like San Francisco. It is more lax with surveillance in general, if only because of the amount of ground that needs to be monitored. America also prides itself in the excessive amount of history research it provides, something both sectors partake in. Young Good or Evil students are sent a letter precisely on their 16th birthday to inform them which Section they will be joining, and leave for their sector exactly a week later. The students are allowed to travel home during holidays, but nothing else that is not an emergency.
Good
Located in California and on the coast, the Good sector has always been a popular destination for travelers during the summer as well as the place of many game championships in the past (the Super Bowl had been held there just five years ago.) The sector officials work closely with the likes of FBI and CIA, who both play a hand in sector surveillance and historical research facilities. There is a popular theory what discoveries are "filtered" to be available to the public, but those are widely dismissed. The student dorm buildings are in the heart of the sector despite many advertisements promoting it right at the beach, but they remain the pride and joy of the sector (with engineers hired specifically to design a memorable structure). There is a yearly annual trip where a select few students are packed into buses and sent to the other side of the country to the Evil sector to get on the job training of being a S.B.E. (Standard Behavior Enforcer, or simply the people who keep Evils in line).

Evil
The Evil sector is located in the state of New York, but away from the actual city. It deals with a near-constant stream of arms/drug smuggling, taking up more of the local Guard's duties than it should. This has allowed many of students to be able to bypass curfew and have a great range of freedom. The dorms are reminiscent of prison cells, the apartment complexes themselves fenced in. However, the Evil sector is not excluded from the prestigious history research projects America prides in, and recently a interesting discovery has been made. The Civil War is one of the most debated topics up to date. Up until recently, it had been widely believed that the conflict had been purely Good vs. Evil; Good in the North (with their much more united numbers and technological supremacy, as well as frowning upon the practice of slavery) and Evil in the South (much more individualized and strategic attacks, along with a mindset to keep cheap labor for their own benefit at all costs), it had seemed only a given. But recent discoveries had shown records of more than a few Good soldiers in the southern ranks, as well as vice versa. This piece of information had, understandably, left quite the few Good members flabbergasted and more than a little offend, trying to disprove the discovery.

Great Britain
The British sectors only remain so in name; in reality, both are located in England (all nations under the UK had at one point been independent, and might become so again in the future. For the sake of appeasing them, each nation has their own two sectors. The British sectors are considered one of the most technologically advanced in the world, being home to some of the most stellar research programs money can buy. Each adolescent receives a letter of the sector they've been placed in a minimum of three months before their actual sixteenth birthday, leaving for the establishment the day they do turn sixteen. Trips to see family on holidays are permitted, along with very limited trips for other reasons (about two a year or so.)
Good
Located in southern England and neighboring London, the Good sector is a sight to behold both from the cultural and technological aspect. A perfect balance of old, beautiful structures and coming-of-age technology, it is also the home of the world's most prestigious research programs, directly aided by none other than the British Intelligence. The apartments all looked rather cramped together, but are fairly spacious. There is usually two-three people living in each one, unless someone pays an extra fee to have a private room. There is always one official or another coming to he actual school grounds, be it promoting themselves in upcoming elections or giving a lecture about any and all topics. It is also a valuable time to make connections with the right people, especially if students already decided what they want their careers to be. Back in the olden days, men had to accomplish twelve great tasks before being knighted in order to prove they were born Good, therefore worthy of being knights.

Evil
The Evil sector of England is located in the northernmost part of the country, a short drive away from Scotland. Traditionally, the Evils in England served in any respectable position they chose to; while technically frowned upon, higher ups tended to turn a bling eye; after all, half of them were most likely Evil as well. Unlike most countries, England seems to have no problem placing the Evil sector close by several ancient ruins and artifacts dating back to the Middle Ages, which give the place an almost charming air... if you get past what the sector ACTUALLY is. A drug goldmine, the sector is also subjected to one of the finest security systems in the world. Each dorm requires a scan of a permission slip issued by the sector officials or staff members in order to allow the student out past curfew hours (A rule bent and broken thanks to a well-forged fake note, as well as others willing to sell such a item.) Rumors fly of an underground slave market hidden well in the sector's red-light district, but concrete evidence has never been found.

Japan
Japan is perhaps one of the most active nations today to participate in actively segregating Good and Evil throughout the country, a concept that had gained more and more backlash for it's political incorrectness among most other nations. The age at which students are sent to sectors is seventeen, unlike most western nations, but the overall staying period remains the same. Students are not notified of what sector they will be attending until the government official knocks on their door on their birthday, and takes them to that location at once. Students are absolutely not permitted to leave the sector grounds for any reason other than an emergency; on holidays, family is permitted to visit, but not the other way around.
Good
Located in northern Japan (close to the city of Sapporo), it is a place where lights are always lit. Japan's Good sector is by far the most focused on the cultural aspect of the country. There are many temples and events always happening, the whole sector designed to look beautiful and marketable. Since the Evil sector has been blatantly distrusted with preserving anything like a temple or shrine intact, the Good sector allowed them to make an annual trip to their own sector so the Evil students had a chance to pray to the god of their choice for whatever, or whoever, they deemed fit. Cherry blossom trees have been planted all throughout the city-like sector in a bit environmental project, adding to the already pleasant atmosphere. The dorms of the students are fairly average looking compared to others, but the night curfew is (thankfully) nonexistent. Students are free to walk around as they please, mingling with the other people living in the sector as employees of the student-oriented city.

Evil
Japan's Evil sector is located all the way down south, situated somewhere between Osaka and Tokyo. Dorms are tightly packed one next to the other, and a strict lights off schedule is kept (naturally plenty find a way around that). The rooms require key cards, with both people (it's always two per room) getting one each. Unlike a majority of Europe, Asian nations never tolerated Evils in any position of true power. Least of all Japan. However, they saw the use in having merciless killers in the ranks, so Evils often were trained as ninja and samurais, many working as mercenaries in that time period. The Evil sector puts on a huge "staged" samurai fight once a year. Every three years or so, predictably, the fighters get a little too into it and someone ends up in the hospital. Students soon found that only several districts in the sector are heavily watched; some are completely free of any surveillance. These become popular spots for gangs, and where they all usually drag in whoever they want to "entertain" themselves with. Most students, or at least those who do not want trouble, stay far away from those particular districts.
